I saw this house and cat while taking a walk: an old house, no glass on windows but (broken) plastic, paint coming off from the walls ... and sitting there, an old cat, its fur all messy ...

You need to rescue the cat. It would appreciate a tin of sardines. And you would have a lifetime friend.
I almost didn't see the kitty! Whoever lives there does seem to take care of their plants though. I hope they are able to get their windows repaired soon. Could be a cute little place!
